DIRCO’s Legalisation Section verifies and authenticates South African official (public) documents so they can be used outside South Africa. This is done by issuing an Apostille Certificate for countries that are signatories to the Hague Apostille Convention or a Certificate of Authentication for countries that are not signatories.
Apostille Certificate: Used when the destination country is a party to the Hague Convention; it certifies the origin of the document and eliminates further legalisation.
Certificate of Authentication: Required when the destination country is not a Hague Convention member. After this, the document may still need embassy attestation of that country.
DIRCO can legalise original South African official (public) documents executed in South Africa, such as:
Unabridged birth, marriage and death certificates.
Police clearance certificates.
Letters of no impediment and citizenship status letters.
Driver’s licence confirmations and certain academic verification letters authenticated by relevant authorities.
No. Only original official documents with the correct authorised signature and official stamp can be legalised. DIRCO will not accept certified copies, photocopies, laminated documents, private documents or foreign documents.
Some documents require notarisation or High Court authentication first before DIRCO can proceed (for countries not in the Hague Convention). For Hague Convention apostilles, other departments (e.g., Home Affairs, SAQA) may need to authenticate the document first. Always verify the exact requirements for your document and destination.
DIRCO provides an online booking system for legalisation submissions. Documents can be submitted in person, by registered mail or by us. Certain close family members can submit on behalf of each other without a power of attorney.

No. Official legalisation services (Apostille or Authentication Certificates) provided by DIRCO for South African public documents are free of charge. If anyone solicits payment for these services under DIRCO’s name, it is likely a scam and should be reported.
No. DIRCO cannot legalise foreign documents issued in another country. Foreign public documents must be legalised by the authority in the country where they were issued.
You must tell DIRCO which country the document will be used in. DIRCO then determines whether that country is a member of the Hague Apostille Convention. If it is, an Apostille is issued; if not, a Certificate of Authentication is issued. It is your responsibility to confirm which documents you need and what type of legalisation is required with the foreign representative (embassy/consulate) of the destination country.
